Why is the Attribution Scope menu under the "Manage" tab inactive?

The Attribution Scope menu remains inactive under the "Manage" tab. You can change to same-device sales view from the "Analyze" tab.

For you to be able to make informed campaign management decisions, we have set a cross-device view as a default for most clients.
